Joint Productivity Partnership/Canadian Centre for Data Development and Economic Research Workshop: New research on immigration using firm-level data

In Canada, more than 20% of the population is composed of immigrants, and this proportion continues to grow. In the current context of globalization and new migratory trends, the integration of immigrants into the host society and into the labor market raises important issues. This session will showcase new data sets housed at the The Canadian Centre for Data Development and Economic Research (CDER) that can be used to study immigration and new research undertaken by the Productivity Partnership on those issues.  

CDER was established in October 2012 to provide researchers whose projects are approved with secure access to business and economic microdata for analytical research. It has been at the forefront of developing new datasets help to deepen our understanding of the impacts of immigration and the mechanisms leading to successful integration.

The Productivity Partnership aims to engage researchers interested in studying Canada’s productivity challenge. The project is funded by a SSHRC Partnership Development Grant and awarded to a team of Canadian researchers. The project’s goal is to increase the flow of existing knowledge (including data), and add to existing research capacity by bringing together thinkers from academia, public and private sectors, and funding their scholarly research.

Objective

The 3rd Annual Conference of the Global Forum on Productivity — co-organised with the Bank of Canada and Innovation, Science and Economic Development Canada — will bring together senior policy-makers, high-level academics and experts to address some of the leading questions on these themes. The Conference will explore (i) the policy and economic implications from new technologies, (ii) structural changes from disruptive technologies, (iii) technology creation, adoption and impacts on institutions, (iv) intangibles, skills and disruptive technologies and (iv) the state of knowledge on the productivity slowdown. In addition, this 3rd Conference will be an opportunity to assess the extent to which the Global Forum on Productivity has helped uncover the factors behind the productivity slowdown.

The Productivity Partnership is sponsoring a special session, 'Technology-driven polarization of the labor market.' 

What are the impacts of new technologies on workers? Do the new technologies such as automation and robots enhance a worker’s productivity or replace it? What are the implications of the increasingly uneven income distribution for productivity and income growth?

Abstract: A key challenge to integrating children with disability into mainstream schools is addressing subtle discriminatory "gatekeeper" behaviour that deters their enrolment, which is associated with the potentially high cost of disability support. A way forward is to ensure that schools receive full risk-adjusted compensation for the enrolment of children with disability through individually targeted payments. In this study, we test whether funding to support special learning needs alone is likely to be sufficient to encourage enrolment, or whether extra adjustments are needed as suggested by as in Glazer and McGuire (2000) and Ellis (2007, 2008). To test this, we examine the impacts that the receipt of disability funding has in the state of Victoria on exemption in the first year of NAPLAN testing (year 3) in 2015, using a comparison group of unfunded children with disability who had similar teacher-assessed abilities at school commencement. We find that the receipt of funding, a highly visible flag for disability, is associated with a 30 percentage-point reduction in the probability of sitting NAPLAN, raising several concerns. Schools appear not to be sufficiently compensated to enrol disabled children to the same degree as non-disabled children, which may explain “gatekeeper behaviour”. We estimate only a (weakly significant) marginal increase at best in Year 3 NAPLAN Reading test score associated with the attainment of individual disability funding. These findings highlight the need for optimal risk adjustment as defined by Glazer and McGuire (2000) and Ellis (2007, 2008) to deal with the “full” cost of integrating children with disability into mainstream schools.
